The Union of Chambers and Commodity Exchanges of Türkiye (TOBB) President M. Rifat Hisarcıklıoğlu attended the opening ceremony of the Siirt Chamber of Commerce and Industry Mediation and Compliance Center.
Hisarcıklıoğlu, who
attended the ceremony hosted by Siirt CCI Chairman Güven Kuzu and Siirt CCI
Assembly Speaker Nihat Özdemir, which also included Siirt Governor and Deputy
Mayor Osman Hacıbektaşoğlu, Former Speaker of the Grand National Assembly Cemil
Çiçek, President of the Court of Cassation Mehmet Akarca and Chief Sevici of
the Republic of the Court of Cassation Bekir Şahin, pointed out the importance
and benefits of the mediation system in his message regarding the opening.
In his speech at the
post-opening consultation meeting, Hisarcıklıoğlu said, “We have activated the
Mediation and Compliance Center of our Siirt CCI. As we all know, the slow
functioning of the judicial system due to excessive file load is always the
subject of complaints. The average case lasts 2 years in court of first
instance. Then for another 2 years, the second instance continues in court. At
this point, alternative solutions must come into play. In fact, we, as a
nation, are no strangers to this issue. Centuries ago, our ancestors started to
practice it. In Akhism, which forms the basis of our Chamber-Commodity Exchange
Community, commercial disputes were resolved by the Akhi. What it says in our
culture anyway; facilitate, don't exacerbate. Then we forgot about it, Europe
took it from us and developed it. Thanks to Mr. Cemil Çiçek, during his tenure
as the Minister of Justice, he hired this job and introduced the mediation
system. In worker-employer, commercial and consumer disputes, mediation was
made compulsory. We have also established an UYUM Mediation and Dispute
Resolution Center within TOBB. Its chairman was Mr. Cemil Çiçek, the Speaker of
the Assembly and under his direction, it developed rapidly. Our chambers have
also embraced this and opened centers within their own structures and made it
widespread. Thus, the use of this system has increased day by day.”
Hisarcıklıoğlu pointed
out that the number of applications to mediation reached 100,000 per month, and
70 percent of them resulted in an agreement. Explaining that the trials that
used to take years to end in days and weeks, the TOBB President said, “In other
words, access to justice has accelerated. Most importantly, the parties parted
peacefully. Now you will be able to resolve all your trade disputes here, both
faster and cheaper. You'll be able to see cases that took months or even years
come to a conclusion here in a matter of weeks. Be sure to use this opportunity
